The chair's role and Co-regulation

A good chair has always been vital to the success in organisations. Chairing has never been as important as it is now in England under Co-regulation.

"Our co-regulatory approach places importance on providers’ governing bodies (boards or councillors) being primarily responsible for ensuring their organisation complies with the standards framework. Our requirements, set out in the standards, is that this should involve arrangements for tenants to be involved in this process, scrutinising performance and holding providers to account. To support this process, we place a premium on providers being transparent and where appropriate using independent validation, benchmarking and peer comparison.'"(TSA Framework)

Hugh Laird at the Board Development Agency says:

"Co-regulation will mean governing bodies and tenants organisations will have a new regulatory relationship with the TSA. Good leadership through the Chair means effective teams making effective decisions that promote the success of the organisation for the benefit of tenants."

He adds:

"Succession planning for chair's vacancies should be kept under constant review  to ensure good candidates are developed in time for when the vacancy will arise. Good chairing is a skill that can be learnt and honed.  We can help you develop effective chairing with tenants and boards."

Our Institute of Leadership and Management endorsed  Chairs Leadership Award will be starting in Manchester and London from March 2010.  Chairing is more than just conducting meetings so the three-day programme will equip chairs with all aspects of the role.  The award programme gives practical exercises in chairing, while coaching and supporting chairs in the wider the wider role including what the new Framework in England means.  The award is for chairs, vice chairs and aspiring chairs.
