ALMOs (Arms Length Management Organisations) are companies set up by a local authority to manage and improve all or part of its housing stock.
The company is owned by the local authority and operates under the terms of a management agreement between the authority and the ALMO. The role of ALMOs is to manage and improve the council’s housing stock. ALMOs were instrumental in bringing council houses up to the decent houses standard. More then half have now closed and management taken back in house.
ALMOs can be beneficial where council’s do not have the knowledge, time or resources to manage their stock and where they receive the support of tenants.
